And yes, am using the Network Service account when giving permissions to the folders.

Check to see if default.aspx is listed in the Documents tab of the website in IIS?

Yes, and it is the only one listed, I took all the others out. Although I left them in and tried it too. Still nothing. Has to be a simple step or configuration I am missing some where but can't find it.
