ASP.NET permits part of the web.config file to be optionally encrypted, to protect sensitive database passwords and connection strings, for example.

Can this feature be used with the web.config file in DNN?

Steve - yes this feature can be used with DNN - I have used it without any issues at all on a past project.

Interesting that you have brought this up. This very issue was a presentation topic by Darrel Hardy from www.hardyconsulting.com at Orlando OpenForce 08 DotNetNuke Connect yersterday. He had a very informative powerpoint slide show with examples, I know DNN guys mentioned that the presentations will be posted on the www.opwnforce08.com site for public access.
