I want to create RoleGroups, and assign each RoleGroup to a Admin task (in other words, allow access to admin modules like Bulk Email, or Member Acconts to non-admin RoleGroups), so that the Admin responsibilities can be manageably & appropriately distributed, without assigning users to the all-powerful Admin Role.

How can I do that???

Also, is it possible to display control panel, and allow PageEditing to non-admin roles???

Don't trust me on this but I think I read something on the forums a while back that the core team are looking at this for a future version.  MAybe one of them can confirm or put me in my place !

Effority has a module that allows user management by non administrators see http://www.effority.net/Modules/UserRolesManager/tabid/87/Default.aspx

You can also do some 'hacks' to get some of the other Admin modules available to non admin groups.  the downside to these is that they can cause issues when upgrading the core in the future

I've tried all the third party user management tools - Workcontrol's User Manager is the best by far. It also give you access to bulk email and site logs.

You can display the control panel to anyone who has page edit rights. They don't have to be an admin.

The thing that is sorely missing is a solid file manager. Hopefully Cambrian will deal with that.
