David,
Look at the code of default.aspx.vb or default.aspx.cs. In the scripts that set the page title (search for "set page title"), you can see the > included in the string to generate the page titles. You should be able to change that character.
You will have to reapply this manual change each time you upgrade your copy of DNN to a newer version.

I have a skin object that sets the Title of the Page. It includes this property...

public DotNetNuke.Framework.CDefault BasePage
{
get
{
return (DotNetNuke.Framework.CDefault)this.Page;
}
}

...which then allows access to the Title via...

this.BasePage.Title

You can read the current value and change it as you please.

Being a skin object means I don't lose my work when I upgrade the DNN installation, and I can make it skin specific.
