The min/max button is a skin object that is specified in a specific container.  You are free to create containers that include other skin objects, including a button for deleting a module from a page.  In general, this functionality is not provided to end users - but there are some scenarios where you may want to allow this behavior for personalization reasons.

Like many requests for functionality, this is not something that requires a modification to the core but rather requires some configuration/development on the part of the person trying to develop a site with specific functionality and requirements in mind.
