As an administrator, is there any way I can control which table rows are accessible to select users? I want to be able to allow certain registered users to view their own rows but not the rows that are assigned to other users. There will be another group of registered users (not administrators) who can read every table row.

there is "only own row" standard xsl template, besides you can use filters to specify visibility. Be aware, that a module can be displayed on different pages using different renderings and filter specifications.

Thanks. I took the approach of using different pages and different filters.
