You could but It is not recommended. Essentially you would be looking to see all the users who have that survey set to "Voted" in their profiles. The problem is the structure of these tables can and does change so your query could stop working when you upgrade your Dotnetnuke installation.

You could write a module that could execute code that would use the DotNetNuke.Services.Personalization.Personalization API to get the results. It would continue to work even if you upgraded your Dotnetnuke installation.
