I am new to dotnetnuke and want to whether i can add a standard requiredfieldvalidator control.  I am able to insert one but it doen't work.  

Anyone know of any dotnetnuke mailing list?

Take a look at any of the core module, most of them use validators. You should have some problem with your code because this should work without any problem.
There's no dnn mailing list, the best way to get answer to your questions is these forums.
