Under the admin menu there is some basic newsletter functionality, allowing you a WYSIWYG editor and the ability to send to specific roles, or a list of email addresses.

one more question, are there any publishing mechanism in DNN?

There is not a workflow/publish mechanism built into DNN yet, though some modules support IPortable, meaning they can import and export content that you can use to move content from one site to another.

There are also third party modules such as the one I work on, Engage: Publish that enables workflow/versioning for some content within DNN.
