I have a main blog ("Latest News") with several child blogs.  On my Module Options I have "Limit Recent RSS entries to:" set to 10.  Also the "Personal Blog Page" is set to Latest News.  Each of my child blogs are setup to "Syndicate this blog" but NOT "Syndicate independantly" and the main blog is set to syndicate.

Here's my problem, the XML link on the page shows the RSS info, but only the most recent entry.  I only have about 8 entries and each one is listed under a child blog.

On the home page is the XML link and the most recent entries.  The Blog page is where the other module peices are.

I think you've found an issue with the new 'Limit Recent RSS entries to:' field.  I've been using the 3.1.20 build without this new limiting field and haven't found any issues like this.  Enter 8 or 9 instead of ten.  May only be set to collect a single number and 10 is getting inputting as '1'.

I changed it to different values and it still only returns the most recent entry.  BTW, I have my "Most Recent Entries" on my home page the full blog on another page.  The value for the limits on each module is separate.  I changed the values in both modules and no change.

Now I'm really curious - what happens if you set each Child Blog set for "Syndicate Independantly"?
