Sorry it's taken me so long to get back to you. Thanks for the excellent recommendation on Work Control. This is a great module. It didn't hit 100% of my needs but came darn close. I also came across another module Parent/Child User Manager 1.0 by marvici enterprises. This allows you to simply setup a parent / child relationship where parents can create children. Children receive full rights of the parent. This also hit the mark to decentralize security. Thx!
