I have a forum module, and in there a private forum we'll call "Priv".  I also have a group "Priv Admins" and "Priv Users" setup.  "Priv Admins" can moderate the forum while the users are view only.  How can I allow "Priv Admins" to add users to the "Priv Users" group, without giving them unrestricted access the the portal?

At this point you'll need to use a third party module - User Manager by Workcontrol.com is the best as it allows strict control over what roles are available to be assigned by which other roles.

Do you know of any reviews for it? Or how long these guys have been around and the chances that it will be maintained?
