In the Document Module settings screen, I have entered a username under “permissions” and put a check in the “Edit Module” column for that user. This allows that user to access the “Add New Document” function, but the “Upload New File” option is not available. It is only available when I log in as admin or host. Is there a setting to solve this issue?

Hello Glenn,
If I may offer a suggestion, go into your site's file manager, and see which roles have the ability to Write to a Folder.  My guess is that if you check a few more checkboxes in that list, you'll find that other users will be able to upload documents.
