At times, I hear from people visiting some sites that only have a standard dnn menus, complaining  that they are unable to see the menu at all.   In each case, the user has set the security level on their browser to High, and I then instruct them on how to set the security to at least medium-high on their browser, or to set the site as trusted.

Is there a change I can make on the server side to remedy this?  

If not, is there a method of determining if a site visitor has their settings on high, so that they can be notified that they may not be able to view all content due to their settings.   I would rather not post such a notice for everyone if I can help it.   Hopefully I just need to make a change server side.
