Is it possible for the skins to detect whether the user has authenticated with an Admin role and dynamically place the logout link in the footer of skin

yes, but you would have to write code to do that and place it in the skin itself (probably in the ascx.vb would be best). If you want to see if the user is an admin on a tab

if PortalSecurity.IsInRoles(PortalSettings.ActiveTab.AdministratorRoles.ToString))...

if you want to see if something is an admin tab

If IsAdminSkin(PortalSettings.ActiveTab.IsAdminTab) Then
