  Main error was

Indirect reference is being made to assembly CountryListBox version 1.0.2182.36578, which contains 'DotNetNuke.UI.UserControls.Address.cboCountry'. This Project references a prior version of CountryListBox version 1.0.2182.23748. To use 'DotNetNuke.UI.UserControls.Address.cboCountry', you must replace the reference to CountryListBox with version 1.0.2182.36578 or higher.    C:\WINDOWS\Microsoft.NET\Framework\v2.0.50727\Temporary ASP.NET Files\DNN\68e920a4\d47bced9\App_Web_h6q4aybi.1.vb

After change the dll I got the error

'Permissions' is not a member of 'DotNetNuke.Framework.SecurityPolicy'.    D:\DNNSite\Website\admin\Host\HostSettings.ascx.vb

Why are you building the website in Visual Studio?  Did you install the 4.9 source?
