The reason i don't get it anymore???

If it's a misconfigured setting, why does it work normally if I hit the "refresh button", after an error ???
Also a misconfigured setting must generate a reproducable error. My errors are not reproducable, they are randomly generated.

Just hitting the refresh button (once or twice), and the site does work without any problems.

We have just spent 3 hours trying to resolve this same issue.  Extremely frustrating.  Especially when all the threads we found have no solutions.

In our case, the issue appeared out of no where, and it was not intermittent.  The site was totally inaccessible.  We finally figured out the cause:  the App_GlobalResources folder was missing from the root folder.  Somehow the folder got moved to another folder. Once we moved it back, the issue was resolved.
