Does anyone have any idea why the pages on this "in development" site builds first from the right side of the screen then places itself properly in the center after a couple of seconds?

it actually loads all in one go for me (decent broadband speed on ie7), but top then right followed by middle then bottom in firefox. I see you're using a lot of tables and an embedded flash movie - often browsers only render tables when all content is loaded and I'm guessing the flash movie is causing that table to load slower than other layout tables, causing the effect. You can often disguise this by using a reveal page transition - http://www.permadi.com/tutorial/iePageTransition/index.html

It's OK in IE7, but do have that problem in Firefox 2.0.

You'd better do not put all content in one <table> elment. I noticed Firefox will wait all content have been loaded then center it. You can use three <table> elements to hold the head, body, and footer rather then put those in three <tr> elements.
