We are having some interesting issues with localization.  Here's the scenario:

In a custom module, we are using a call like this to get the local resource text for a particular resource key

Localization.GetString(key, LocalResourceFile)

What would be some reasons why it wouldn't load a portal-specific value that was changed via Admin->Languages?  It seems to always load the default.  It seemingly works in every other instance we have but this one particular install.  And, I have verified that it is creating the portal-specific .resx file and has the correct permissions in the file system (in DesktopModules/[ModuleName]/App_LocalResources/).

1. language files are cached, restart application

2. are you for sure using correct key (keys are case sensitive!)

1. App has been restarted several times, including recycling its app pool.

2. Definitely using the correct key as it works in all installations except this one particular one.

Actually, some additional info: it's not specific to one particular module, either.  It's happening in several of our modules and I was just curious if there were any avenues to pursue that we haven't already.  The only thing we knew to look was the caching issue and key names, but we disproved both when we were able to make language changes on a QA server running the same version and the changes showed up immediately.

Note, this is on DNN 4.8.2.  I haven't had a chance to review the list of defects between 4.8.2 and 4.9.0 for localization issues yet.

is there an issue with the language key? it's the first time, I hear about it and AFAIK there has not been any recent change.
