When a Registered User is in the Forum and clicks on a users name they are brought to the User Profile.  There is a Manage User link where they are given the option to update another users settings.  Is there a setting to prevent the Manage User link?

You have set the Edit permission to the user role.  This a sneeded in 3.x versions to post but no longer in any 4.x Forum versions.

I'm using version 4.x, do you if there is another setting I'm missing?  Thanks.

No, you have only uncheck the edit permission to roles that shall not have permission to edit the users.  You can also read the user manual, you can download from the Module project page.
