I've done that many times... First of all, be sure to make the skin panes 100% in height too. You would have to set that on a CSS class that should refer to the table, not the cell.

Then set your container main TABLE and content pane TABLE (if you have one) to 100% in height. Remember, use it on the TABLES not the CELLS (TD).
