What is the best way to make URL shortcuts like the following
www.domain.com/SHORTCUT (like www.domain.com/forums)

I have been setting up Virtual Directories in IIS and using a redirect to the specific URL.
That works fine, except when I have another link on the site that starts with the same thing.

So if I map www.domain.com/events to www.domain.com/specialevents/tabid/100/default.aspx
Thats fine, but if I have another page with a link like this:
www.domain.com/events/christmas/tabid/101/default.aspx it will get sent to the special events page because of the events Virtual Directory.

I'd like to be able to map shortcuts only if they equal the actual URL
Hope that wasn't too confusing.

I'll take any suggestions

look at the SiteUrls.config file in the root of DNN. If you have FriendlyUrls enabled (which it appears that you do) you should be able to set up your URL shortcut using this file. However, I think you may need to create your URLs like domain.com/events.aspx as the ASPX extension is required if you want IIS to pass the request off to the ASP.NET processing engine. You can configure IIS to pass all requests of to IIS but it depends on your version of IIS and what access you have.

I think you can also edit the rewrite rules in this file from within DNN when you're logged in as the super-user.

You can also use URL rewrite software in IIS, it's not a module of DNN, it's a individual IISrewrite.dll can plugin into IIS. You can do some Google search and find more.
