I am creating a new site w/ver 4.9.  I am created the skin and uploaded successfully as I have done with previous versions.  The style sheet is not being applied.  I can view the style in preview mode and basically looks the way I intended but when I apply the skin, the style sheet is not applied to it.  Viewing the source on the page does not show that the style sheet is being included when the page is rendered.

I suspect you're seeing this - http://www.engagesoftware.com/Blog/EntryID/166.aspx ,if so move your module.css to the root of your module.
