really, one question mark is enough to signify a question ;)

anyhow, spmenu.js is loaded automatically if you use solpartmenu in your skin. Just modify your skin to use a different menu and spmenu.js will no longer be loaded

Those files get added by their respective controls.  Regarding the dnntoolbar and dnnlabeledit, these only will be loaded when Edit In Place is enabled and you are logged in as an admin.  You could 1) not care as performance for an admin/editor is not vital.  2) disable edit in place.

Regarding spmenu, this is needed for your sites navigation menu.  It is added by its control.  You could change your skin to use another menu.

For the next version of the DotNetNuke WebControls, I am requiring MSAJAX, and therefore I use ScriptManager to register my controls.  It is theoretically possible (but not tested) that you could substitute out the normal ScriptManager for the one the Control toolkit has which contains the ability to combine scripts.
