Recently the control panel at the top of the page has been appearing even if you aren't logged in.  It shows on all of the pages, except the login, register, privacy statement, and terms of use pages.  If you aren't logged in, and you click on the Edit radio button, it immediately changes back to View being selected.  I checked the edit permissions for all the pages, and only administrators are allowed to edit the page.  I have also restarted DotNetNuke several times, and that didn't help.  This is the only portal that is doing this on the server.  Any help would be greatly appreciated.

make sure, you did not grant EDIT permission to anonymous or all users role for any of the modules on your page (or even the page itself).

Thanks, that's what the problem was.  One of the modules that was on all the pages had Edit permission for all users.  Thanks again!
