just found this whilst trying to sort out this problem.

There is a couple of suggestions in there, don't know if they work yet as haven't tried them myself yet.

Ok so just read the info in the last port and found that this did in fact fix the issue.

I had .Net Framework 3.5 installed on my machine prior to installed DotNetNuke 4.9. After I upgraded the versions from 1.0.61025.0 to be 3.5.0.0 in my web.config everything started working

Thanks to all that helped
