One last thing: I went into the database and added a Site Settings module to a page on the site that was working and that caused the same behavior on the page. I got an infinite loop error.

I just found out a solution for this.

Try removing the system.web.extensions.dll out of your BIN folder.

Make a copy of the file somewhere else (outside of bin) to be sure, but by removing this we've corrected a number of issues we found with a new 4.9.1 upgrade.

None of these suggestions fixed the redirect for me.  Why can't this be fixed.  IF this isn't a bug then DNN then what is?   I find myself spending more time trying to configure DNN than I actually get to use it and code around it.

I've just started getting this problem too. It's true removing System.Web.Extensions.dll will fix it... until a module needs that dll - like most of mine!

I have three sites, where which don't have system.web.extensions.dll in BIN folder, but still, on some options, like Skins and Languages of Admin menu, nothing
appears, because of the redirection.

Is there any workaround or fix? Do you need some more information?
