Does anyone know of a good resource to recruit people who are experienced in creating DNN skins?

I do not know a good resource like that. But if you are looking for a qualified skinner on a project by project basis, my approach would be to contact one of the professional skinners who regulary offer new skins on www.snowcovered.com. They are probably more than willing to do custom projects as well.

BTW I would be nice to have a forum on this site in which people can request for quotes. For skin projects as well as module development projects.

Well, you could just ask.  :)
Of the skin designers I've seen, Nina (eXtra Dimension), Tyler Fawcette, and Brian Connor are all very good.  Nina's a Core Team member and an active forum member so I'd highly recommend her.
