I am having the same problem: I did a clean install of 4.9 successfully. Then I logged in as host with the intention of uploading and applying a template of another site which was using 4.3.5 so I logged in as host on the 4.9 and selected my new template with content to apply and selected the first skin option to apply and finally clicked OK when it said the template was applied successfully. However; I then noticed that I could no longer get the login or register screens to display. I also tried to the /ctl/login/default.aspx link you recommended as well as looking in the Portals table LoginTab column which is set to (NULL). I also resaved the web.config file I read to try. But so far non of this has helped. Any other ideas? Reuven

Before, my post was approved by the moderator of this forum I found a solution that worked for me so I am sharing it the others who may still have this problem:

Add

/default.aspx?ctl=login

to the URL of the website.
