It does appear to be the closest thing to it. In the old days Cathal collected all free modules on his more than famous page. But it has become impossible to do this by a single individual IMO. The CodePlex has one obvious disadvantage which is that it does not allow you to direct traffic to your site. Since I began using Codeplex traffic to my site has diminished. So I can actually see a case here for a real free listing.

I had put up a modules listing some time ago, and it allows people to post modules without login or membership.  A simple form that submits to a database and the listing is displayed in a grid.  It provides for a link to obtain the module, as well as a link to the developer's site.   Has free and for purchase modules.   When I find modules of interest, I add them, but anyone can add modules to the list.   http://www.tmmworld.net/DNNModules/tabid/53/Default.aspx

How about just starting the subject of free modules or skins being released with "FREE MODULE:"?  As in:

FREE MODULE:  The greatest module ever written - does it all and gets coffee too!

Or, sombody buy this and turn it into a resource:

And would somebody kick the guy who owns freednnskins.com and get him going or buy the name and run it right?
