I use these:

Visual Web Developer / Visual Studio
Photoshop
Internet Explorer with Developer Toolbar
Firefox with Firebug Plugin
Filezilla

And that's pretty much it.  Over time I've moved into pretty much only ASCX development, and do very little in HTML/XML skinning anymore.  I started coding web pages with Notepad and other text editors, and can see the design in the text code, so I don't need Dreamweaver or other WYSIWYG editors.

Your mileage may vary.

I use Firebug for validation of my web site code.  You might try the VS support forums on www.asp.net for help.

I suggest you look into expression web by microsoft

expression web is an awesome tool as it allows you to drag and drop styles from numerous sheets into the main site one, or from the main site one to others.

I love this feature cause I can load up the default.css file and drag/drop styles from it into my skins.css file anytime I want to override a style. All real time and seamlessly. The graphic designer is simple sleak and powerful, and it strives to create clean code 99% of the time.

Its cheap 100 bucks for the upgrade, and the upgrade policy pretty much states if you own any webdevelopment software ever made you qualify for the upgrade package. Its really a nice program.

Best tools to skin? There is no such thing.

It depends on what tools you're comfortable working with when writing code.

I'm a mac guy so I use Photoshop to design, TextMate (because it's color-coded) to write HTML and CSS. That's all I have. Doesn't matter what tools you use, as long as you are familiar with the tools, don't change it. Your productivity might decrease when you're using something that you're not efficient in.

to Cuong Dang: I agree your points! It depends on what tools are comfortable working with when writing code no matter which tools you are using!
