I downloaded Version 4.0.2 and placed the files and folders in a New Folder DotNetNuke in C:\Websites.

I opened VWD and created a new database as instructed in SQL Server 2005 Express.

Next I renamed release.config to web.config and changed the settings as instructed.

I hit control F5 and got the following error
