Is it possible when a new forum is created, all users receive a notification?

This feature does not exist. You can do a feaure request for the Forum Module on http://support.dotnetnuke.com.

You may find it just as simple to use the newsletters module, that way your can customize the message to your requirements... thanks...

But I couldn´t find where add a requester in http://support.dotnetnuke.com.
Could you help me?
I can see the modules and his requests, but I can see where I can add a new request.

The instructions are on the home page (under the login).

You need to log the issue here:
** DNN Core Framework and Modules [ PUBLIC ] ** (DNNP)

This needs to be better documented I know.
