can you explain what your question is? There are no changes needed in the web.config if you are just upgrading your database.

 I have a similar question:

I am moving my database to a new server running SQL 2008. What chages do I have to make , besides altering the web.config?

Currently I am getting the follwoing error:

DotNetNuke Error: - Version 04.09.03

An error has occurred while establishing a connection to the server. When connecting to SQL Server 2005, this failure may be caused by the fact that under the default settings SQL Server does not allow remote connections. (provider: SQL Network Interfaces, error: 26 - Error Locating Server/Instance Specified)

Nick,

you need to configure SQL server properly, allowing for remote connection and supporting TCP/IP protocol for server and client.
