Someone will correct me if I am wrong, but I believe to have monroehosting.com/dotnetnuke work, it would be a virtual directory under the existing website for www.monroehosting.com 

To have a separate site for DNN, you can have another website in IIS such as dnn.monroehosting.com if you like.   Add dnn.monroehosting.com to the alias record in DNN, and then create another website on the server for dnn.monroehosting.com, pointing it to the DNN installation.   On the website tab in IIS, under Advanced, add the host header value of dnn.monroehosting.com, and apply the other necessary IIS settings for DNN.   That should work, as long as you have a wild card setting in DNS for *.monoehosting.com or you add an Cname record for dnn.monroehosting.com

Not sure how your hosting is setup, but I know for a fact that 1and1 and godaddy require a redirect to point to the dnn install. 1and1 you have to create your own asp redirect page and gadaddy does it automatically when you do the install. Not sure if this is what is happening but it is something to check.
