Can anyone provide a word or two on how to send a newsletter from the host account to all the administrators on the child sites.  Thank you!

sorry, there is no option, since all "admin" roles are individual per portal. you might create a custom query on the database level to get a list of all admins and email addresses and send a news letter from any mail program.

You can use NukeLert for that.  In the Recipients tab of an email campaign, just select the "Administrators" Role under "Global Roles".
