I have two problems with refresh in IE.  The first one doesn't work until a refesh and the second one on the same page doesn't work after a refresh.  Can someone please help me?

1. I have a skin with a fixed background to the table.  It works fine in FF, but in IE it only works after a refresh.  I don't want to have to load the page and then reload it in order for it to work.  On the first load, it scrolls along with the content until it is off the page.  When you scroll back down, it is gone.  On pages that do not allow scrolling all the way, it cuts off parts or chops it into repeated chunks.  Has anyone ever seen this before and is there any fix for it?
2. The other issue with this same page is that the image in the left column changes size after a refresh.  It's supposed to be a fluid size, and the first time you go to the page it sort of works.  After a refresh, however, it just expands to full size and won't change size even with a browser resize.  Any ideas?

Finally, the same image in the second example doesn't quite resize how it is supposed to.  If you click on the home page on the same site, the center logo will shrink all the way to nothingness if you resize your browser window enough.  However, in the page I referred to at the top, it will only shrink to a certain size.  Is that normal because I have a set width for that cell of 40%?
