I created a UDT module that contains about 300 records.  I inserted the same module in about 10 pages showing different subsets of the data, by using filter expressions, which look at a specific column to see if the entry meets the criteria.  then I have a page with a drop donw links to select one of those UDT pages. However, I cannot change the title of the UDT module, because if I change it in one, all of them change, including the master UDT.  Can I do this somehow, that is have each module with its own title,so if somebody select one of them, the title will verify that is what they selected?

this is a limitation of DotNetNuke, the ModuleName is bound to the module instance, not to the page reference (same with module header and footer). As s workaround, you may however use a blank container for your modules, not displaying a title and an empty module above with only displaying the title.
