I've tried several methods for including a .js file in the page head and have come up with the same results for nearly all of them.  Basically, it works when the user is logged in, but completely fails to include the file when they're not or when the display mode is set to Preview.  It doesn't generate an error of any kind, the script just doesn't show up.  The method I'm currently using is from John Mitchell's blog:

Any insights as to why it would work only when the page is in edit mode?

I was able to get it work properly by setting the cache to 0.  Is there a reason that needs to be done?
