I apologize if this is an obvious question -- I just can't seem to find the answer....

Each module seems to have a "Cache Time" setting, with a default of "0."  How does this setting relate to the cache setting in the Host account (mine is set to Moderate)?

And, what is a "recommended" level that the module cache time should be?

I am not sure, but I would guess that the host wide setting kind of sets the default behavior, similar to how you can set a default skin/container for the host, but each module allows you to override the settings for a specific module.

Here are some additional help topics from the online help:

Set Module Cache Time:

Select Performance Settings:

I would recommend you use caution when setting the cacheing for a module.  I have had a problem before with turning on cacheing for a module with a large amount of data (ie. image gallery) and had it eat up all my memory very quickly.
