I have no idea how to write XML, I've been assigned to update 100 + Clients inquiryconfig.xml to reflect current fiscal year and previous. Is there a way to have the XML generate the dates without hardcoding  the dates? like in Transac SQL  datepart(YY,GETDATE())-1 as PriorYear, datepart(yy,Getdate()) as CurrentYear.   These are the lines I have to change to every single client instance.

Your help is very much appriciated.

Sorry, I can't recognize any relation of your question to DotNetNuke or the DotNetNuke Xml module.

Your posted XML looks like a special dialect used for a third party application.
