After installing successfully the latest 4.0 version, I added some modules and updated the others.  No problems until after I removed the Market and Ads modules.  I added back the Market module, but still getting the following error when going to Host:Site Settings.

I could use some help with resolving this, prefer not to start over.  Thanks!

I couldn't find the solution searching this site, but did find out what was wrong on a Google search...finally.  The removal of the modules I had done was conincidence and had nothing to do with the error.

This error means that IIS_WPG group doesn't have Read and List Folder Contents permissions on C:\Windows\Temp folder on the server where DNP Portal is running. Just add IIS_WPG group with Read and List Folder Contents permissions on the mentioned folder on the DNP Portal server.

 

I normally do this and had forgotten this time and didn't occur to me to check this.
