Tried to upload new .jpg logo and it does not show on site.  It is 960 X 312 pixels (306 KB).  The old one is 692 X 154 (40 KB) and it works fine.  Is there a size restriction ?

there is no size limit. Are you sure the name of the file is identical? You can also try to first delete the old one then upload the new one.
