 It looks like I found a solution.  Thanks to Mr. Brinkman.  

All that has to be done is to go to the "Pages" page in the admin menu and edit the settings for the admin page.  You then choose to Copy design to descendants, and it will copy the skin you choose for the admin page to desendant pages of Admin.

It also looks like you can do this for host pages, but in order to do this, you click on the Host link and then go to settings of the parent host page, and do the same.  (Copy design to descendants.)

I hope that helps for those out there with this question.

NOTE:  I was able to click on the Host parent page because I was using Snapsis CSS NavMenu.  ( I don't think this is possible with Core Nav) (At least what it seems from my tries with DNN 5 skins that come with Core.

Hi puja
Open ur skin file.
Add a div to the place u want to add pane with id and runat=server option.
This will add a pane to ur skin file.
