I picked up DotNetNuke Skinning Tutorial from PACKT publishing.  My test environment is DNN5, but the book is written for DNN4.

When parsing a skin, it's not taking on any of the styles.  The skin is called Skin.htm and the css is Skin.css.  They both reside in the same folder.  Using Parse Skin Package from Manage Skins seems to have no effect.  The resulting ASCX file doesn't indicate any use of the Skin.css file.

The ascx file won't have a reference to skin.css, DNN will load skin.css dynamically at runtime on the pages using your skin. If you added skin.css after you first parsed your site you likely won't get skin.css loaded dynamically until you reset your application pool (though based on the age of this post it likely has already reset) so if you reload you page you should see skin.css loaded in the source for the page.
