We've reviewed the dnn database's indexes and have noticed the Tabs, TabModules, TabPermissions indexes are 50-80% fragmented and fail to rebuild.   

How is this condition resolved?  Any suggestion is appreciated

We're using 4.9.2 and these indexes are reporting "Operation Recommented - Rebuild"

In this site specific condition?  How can we rebuild these indexes?
