Hi,

In DNN 4.9 the administrator of a portal could upload skins.

In DNN 5.0 I can't see the feature and I couln't find the setting to enable it. Can somebody help me please?

 this feature has been removed for security reasons.

In 5.0 we removed skin uploads by admins due to security concerns.  We will look at changing the way this feature behaves in a future release that allows us to properly secure admin uploaded skins.

Now I have to find a way to explain it to my portal admins.
