 I just suffered through similar error. I fixed it. I had a virtual folder "DNN" running installation of DNN5. I deleted all files and db and tried to do a clean install of DNN4.9.5. Install hung on "Run Database Installation Scripts". Interestingly the Versions table and 3 sprocs did get created.

fix:

I stopped website, and restarted machine, and cleared out C:\WINDOWS\Microsoft.NET\Framework\v2.0.50727 folder. and deleted virtual folder DNN and DB. rebooted, started IIS.

That might have done it, but I also created a new virtual dir w/ different name. then install went smoothly.
