I looked into a bit further and it is an issue that occurs under certain usage patterns of the linkclick function. I've logged it @ http://support.dotnetnuke.com/issue/ViewIssue.aspx?id=9645&PROJID=2 so it can be fixed in a future version - i added a bit of detail so anyone confident enough to do their own update should be able to make the change easily.

I am not completely sure it is a core issue. The linkclick function gives back a proper URL, it is just not url encoded. I guess it could be argued that it is the responsibility of the module developer to output only valid xhtml,which includes urlencoded urls. I guess the same issue would arise when friendly urls are turned off. afaik navigateUrl does not urlencode urls either.

At any rate, i will create a quick fix for this issue, which will check wether or not linkclick urlencodes urls, and will do the urlencoding inside the module if linkclick doesnt do that.
