I am new to DNN.  I've downloaded the 'Install' of v4.08.02 (I'm not using the latest because I was told by a colleague we need to use this one).  I've followed the directions carefully.  One thing that I found strange was that it says to rename release.config or development.config to web.config...well there is already a web.config in the unzipped files?  I have since tried both...doesn't matter I still get the same error (see below).  I've allowed both NETWORK_SERVICE and our IUSR_machinename account (we are running Windows Server 2003 and IIS6) full permission on the DotNetNuke_2 directory as well as all files/folders beneath it.  I am at a loss as to what to do next as I've tried everything I can think of...

Help!?

Description: An unhandled exception occurred during the execution of the current web request. Please review the stack trace for more information about the error and where it originated in the code.

Exception Details: System.UnauthorizedAccessException: Access to the path 'C:\Inetpub\wwwroot\DotNetNuke_2\\DotNetNuke.config' is denied.

ASP.NET is not authorized to access the requested resource. Consider granting access rights to the resource to the ASP.NET request identity. ASP.NET has a base process identity (typically {MACHINE}\ASPNET on IIS 5 or Network Service on IIS 6) that is used if the application is not impersonating. If the application is impersonating via <identity impersonate="true"/>, the identity will be the anonymous user (typically IUSR_MACHINENAME) or the authenticated request user.

To grant ASP.NET access to a file, right-click the file in Explorer, choose "Properties" and select the Security tab. Click "Add" to add the appropriate user or group. Highlight the ASP.NET account, and check the boxes for the desired access.

the renaming of development.config or release.config only applies if you are using the source package.

Furthermore, please make sure you give modify accees rights to the windows user that is used to run the app pool (worker process), which is usually  "network service"

just as an FIY: there were major security updates AFTER d..4.8.2, i strongly recommend using newer version

I have already given both NETWORK SERVICE and our internet guest account (IUSR_machinename) full control over the dotnetnuke_2 directory and everything within it.

The instructions did not specify that the renaming of the config files was only for the source package.
